In villages the farmer asks for a khurpi and a sickle. In towns people grow gardens on their roofs and look for a pruning scissor. Nurseries need grafting tools. All three can buy from one kind of shop: a garden tools shop.
Hand tools need no agri licence
Selling seed, fertiliser and pesticide needs a licence from the agriculture department. Many states require an agriculture degree or diploma for it. Some states also ask for a nursery licence to sell plants. Hand tools are not part of this. For a khurpi, pruning scissor, saw or rake, the papers of an ordinary shop are enough.
That makes tools an easy start. If you already run a krishi seva kendra or a hardware shop, one wall of garden tools is the smallest step.
Papers
- GST registration. Large buyers such as nurseries, landscapers and housing societies ask for a bill.
- Shop and establishment registration, from the state labour department.
- Udyam registration, which is free and helps with bank loans.
Seed, fertiliser and plants have their own rules. Ask the district agriculture officer.
Where to open
Garden tools have two markets. The first is the farmer. You find him near the mandi, the krishi kendra and the haat. The second is the home garden. You find it near town colonies, nurseries and the hardware market. Look at your spot and pick your market. A shop next to a nursery can catch both, since a buyer who comes for a plant takes a tool too.
What to keep as first stock
Plan stock by the job:
- For cutting, the pruning scissor, grafting shear, pruning hand saw and mini saw. See the full cutting range.
- For soil work, the hand hoe, hand weeder, weeding shovel and garden fork. See the full soil range.
- For the field, the hand sickle, used daily at harvest.
- For clearing up, the garden rake and folding shovel.
The full range is on the gardening page.
Stock by season
Garden tools follow the seasons. Stock a month before each one.
- The monsoon is the biggest planting season. Khurpis, hoes and weeding shovels sell most then.
- In north India the winter garden goes in during October and November. Home garden buyers come then.
- Demand for sickles rises at harvest. Stock before both the rabi and kharif harvests.
- In fruit orchards pruning follows the harvest. Pruning saws and scissors move then.
- In nurseries the grafting shear sells in grafting season. Ask the nurseries in your area when that is.
How to find buyers
- Meet nurseries. A nursery needs tools itself and its buyers ask for them. Put a small shelf of yours in the nursery.
- Meet gardeners and landscapers. They work for many homes and societies and buy tools every season.
- Meet housing societies and schools. Their gardens bring a bulk order once or twice a year.
- Meet fruit and vegetable farmers. Mango, guava and kinnow orchards need pruning tools.
- Post your list with photos in colony WhatsApp groups and on a local online page. Roof gardeners search there.
How the shop should look
Hang tools on a pegboard on the wall. A buyer sees at a glance which tool does which job. Put a small note by each tool: "for pulling weeds", "for cutting thin branches". Keep one open sample so the buyer can work the scissor. Suggest a small set of three or four tools to a new buyer.
Margin and rates
You set your own rate. The gap between the wholesale rate and your rate is your margin. A farmer looks hard at the rate. A home gardener looks at quality and finish. Keep separate tools for each. Give nurseries and gardeners a bulk rate, since they come back often. Tools do not expire, so what does not sell this season sells next season.

Common questions
Do garden tools need an agriculture licence?
The agriculture department licence covers seed, fertiliser and pesticide. For hand garden tools, ordinary shop papers are enough.
Can I sell tools with a nursery?
Yes. A tools shelf is the best fit with a nursery. A buyer who comes for a plant takes a tool too. Check your state's nursery rule for plants.
How big should the first order be?
The minimum order is one carton. Start with the tools the coming season will sell.
How do I place an order?
